2003 SERIES POINTS RULE BOOK

 

INTRODUCTION

 

This document is intended to inform all racers participating in NAHCA Division 12 (hereafter referred to as D12) Points Regattas of the rules governing the awarding of points for purposes of ranking sailors for the 2003 sailing season. The points earned are published in the D12 book each year; and perpetual trophies are awarded based on these points.  This information contained in this document supersedes all other documents for the 2003 sailing season, with the exception of the Series Notice of Race, as published in the D12 regatta book.

 

CHANGES TO IHCA STANDARD SAILING INSTRUCTIONS (SSIs)

 

The following changes will be in effect at all 2003 D12 Points Regattas. These may be posted on the official notice board at each regatta. Address questions regarding these changes to the D12 Scorekeeper.

15.1 Penalties and Scoring Penalties are as described in RRS Appendix A, with the

       exception of DNC.

15.1 (a) DNC - "Did Not Compete" equals the number of entrants plus two. Applies to each

        boat in a class that elects not to participate in a particular race during a regatta. (This

        modifies RRS Appendix A Scoring, section A4.2.)

16.2 (a) In the interest of safety of all competitors, a representative from each boat will be

        required to sign in and out (including times on and off the water) on the form provided

       on the official notice board. Failure to comply will result in any vessel breaking this rule

        being scored as DSQ for all races held that day. This penalty shall be imposed without

HOBIE 16 CLASS DESIGNATION

 

There shall be two Hobie 16 fleets in Division 12: 16A and 16 Novice. The Hobie 16 class sailors shall be

responsible for assigning sailors to the appropriate fleet based on ability. The A, B, C fleets may be

reinstated in the future if participation warrants.

 

FORMULA 20 CLASS DESIGNATION

 

There shall be one Formula 20 class in Division 12, to be composed of Hobie Foxes, Inter 20s, and Nacra 20s (subject to five-boat minimum). Refer to the F20 Class Captain for additional information.

 

JOB DESCRIPTIONS

 

Per the D12 bylaws, the D12 Chair is responsible for the accurate tabulation of Series Points. At the discretion of the Chair, the appointed positions of D12 Scorekeeper and D12 Open Class Captain have been created to assist in this area. 

The suggested* tasks of the Scorekeeper are as follows.

1. Register entrants at regattas into D12 database; maintain D12 e-mail distribution list.

2. Compile and maintain all regatta scoring sheets.

3. Accurately compute all Points Regatta scores for One-Design classes.

4. Compile Open Class scoring (obtained from Open Class Captain) into scoring program for purposes of distribution.

5. Distribute (via e-mail) scores to NAHCA, D12 members and press.

6. Compute the annual series high points results for One-Design classes.

7. Present the One-Design annual series high points results to the D12 Chair for review and

publication in the D12 book.

The suggested* scorekeeping tasks of the Open Class Captain are as follows.

1. Determine number and composition of Open Classes for each regatta.

2. Accurately compute all Open Class finishing positions based upon finish times and Portsmouth numbers.

3. Present the Open Class scoring results to the Scorekeeper for compilation into scoring program for purposes of distribution.

4. Compute the annual series high points results for Open Classes.

5. Present the Open Class annual series high points results to the D12 Chair for review and

publication in the D12 book.

6. Submit all Open Class regatta results (including times) to US Sailing by November 1 (for purposes of Portsmouth ratings updates).

* If the above positions are not filled, the Division Chair may assist with, delegate or reduce the above tasks.

 

PUBLICATION OF RESULTS

 

Throughout the series, the Points Regatta results may be distributed by the D12 Scorekeeper via e-mail and the D12 website. This is intended to be for convenience only (and to catch potential errors). No electronic version of regatta results is to be considered Official, as electronic versions cannot be made secure. The results printed in NAHCA News shall be considered the Official results for awarding of D12 Series Points.  At the end of the series, the Series Points results may also be distributed by the D12 Scorekeeper via e-mail and the D12 website. The e-mailed results are intended to be for convenience only (and to catch potential errors). The results posted on the D12 website shall be considered the Official results for awarding of the perpetual trophies and basis of Appeals.

 

PERPETUAL TROPHIES

 

All Division Champions must return the perpetual trophies to the Division Chair by January 2003. The perpetual trophies will be awarded to the winners of the prior season at the first regatta of the new year. The

trophies are to be returned to the Division Chair by January of the following year. For example, the

winner of the Hobie 18 class for the 2002 season will receive the trophy at the first regatta in 2003, and

return it to the Division Chair by January 2004. Any competitor penalized (not warned) for a RRS Rule 69 violation is INELIGIBLE to qualify for the perpetual trophies for the calendar year of the violation.

 

CORRECTIONS AND APPEALS

 

File corrections (IN WRITING) to the Points Regatta results (as published in NAHCA News) with the D12

Scorekeeper and D12 Chairman (deadline is 10/31/2003).

File Appeals (IN WRITING) regarding the compilation of the 2003 Series Points (as published on the

D12 website) with the D12 Chairman, Appeals Chairman and Scorekeeper (deadline is 12/31/2003).

The following are the events that will be used to determine Series Points for the 2003 season. These events

were presented and approved as 2003 D12 Points Regattas at the 2002 autumn D12 meeting.

Points earned at each regatta will be determined using the prorated points table as published in the 2003 D12 book, with the following exceptions:

  1. The 2003 D12 Championships will be held at the Hampton Beach Regatta on June 21-22and will be scored as 1.5 times the points in the prorated table.

  2. The 2003 NAHCA Northeast Area Championships (Hobies only) will be held at the Madcatter regatta in New York on May 17-18 and will be scored as 1.5 times the points in the prorated table.

  3. If a Hobie class has only one boat present at a regatta, that boat shall race in Open Class and receive Open Class points per the prorated points table; as well as 10 points in that sailor’s Hobie one-design Class.

The following types of events are NOT used to tabulate Series Points in D12: distance races, "fun" events,

sailing seminars, clinics, etc. US Sailing Alter Cup Eliminations will be used only if held in conjunction with a D12 points regatta.

 

2003 SERIES POINT TABULATION RULES

 

The minimum number of races required at a regatta to qualify the event as a Points Regatta to be used for

calculating Series Points is one.

 

In the event that one or more scheduled D12 Points Regattas is cancelled, the number of regattas to be used for calculating Series Points is the number of D12 Points Regattas that are actually held in 2003 (not the number scheduled).

 

The number of Points Regattas counting for Series Points will be one plus the integer part of the number which is one-half the total number of D12 Points Regattas for one year (i.e. 8 D12 Points Regattas: 1+4=5 count; 7 D12 Points Regattas, 1+3=4 count).

 

A Points Regatta Chairperson will be awarded Divisional Points. The number of points awarded will be

determined by dividing the total number of points the person earned during the season by the number of

Points Regattas participated in. These points will be available to one person per regatta and an individual

may earn these points only once per season. File requests for Regatta Chair points (IN WRITING) with the

D12 Scorekeeper and D12 Chairman (deadline is 10/31/2003).

 

A sailor may bring points from one Points Regatta outside D12 if it doesn’t conflict with any other D12 Points Regatta, with the exception of a NAHCA Area Championship (which may be brought in regardless of such conflict). The points earned will be based upon finish position in the class and determined using the D12 prorated points table. File requests for outside regatta points (IN WRITING) with the D12 Scorekeeper and D12 Chairman (deadline is 10/31/2003).

 

Results from the NAHCA Area Championship for Division 12 shall be counted in the annual Division 12 Series Points without action by the sailors. Current D12 rules regarding outside regattas remain intact (The

regatta shall serve as the sailor’s single outside regatta to count for points, and shall count as 1.5 times

normal value, based on finish position and the Division 12 prorated points table.). A sailor may petition

to substitute a different outside regatta if his results would be improved, following the procedure and

deadline outlined in the previous paragraph.

 

Portsmouth crew weight correction factors will NOT be used when calculating Open Class results at Division 12 points regattas. Sailing teams shall be required to meet minimum crew weights per their class rules.
